Briefing Washington: Election Bill Advances

In the first concrete sign of progress in the House
on changes in election procedures, the Committee on
House Administration unanimously passed a bill that
would give states $2.6 billion to overhaul their election
systems and buy new equipment. Speaker J. Dennis Hastert,
Republican of Illinois, said he wanted to move the bill
"as quickly as possible." But civil rights
organizations oppose the measure, saying it will do
little to guarantee that everyone's vote counts. The
Senate is working on its own bill.
